GPZU (Development Plan of the Land Parcel)

The GPZU is a step in the permitting process where the construction limits for a specific land parcel are confirmed by the local authorities drawing upon the various city planning documents that lay out the allowable uses, densities, heights, set backs from the streets, parking requirements, etc. It is the key document that confirms the maximum size, footprint and height of the building(s) that may be permitted on a land parcel. The owner has the right to request the GPZU at no fee and it should be issued within 30 days after the request. In Moscow the GPZU is now issued online only.
