Zero Level is a term used in Russia to describe the level of the ground on which a building is built. Most land parcels are generally level and foundations, basements and underground parking garages are dug out below the Zero Level, also known as “below grade”. The ground floor and upper floors are built “above grade”, with driveways and ground level entrances being describes as being “on grade”. The “zero cycle” of construction describes below ground level works. Sometimes a separate construction permit is given for these works.
